Board of Directors Meeting
November 15, 2009
Minutes
President Mike Pierro called the meeting to order at 8:04 am and the Pledge of Allegiance to the Flag was performed. Roll Call was taken and there were 28 of 46 clubs present. The August 9, 2009 minutes were approved unanimously. There were no comments on the proposed agenda for the meeting or any additions.
PRESIDENT’S REPORT
Mike Pierro
During the nomination of officers, it was motioned to keep the current officers for another 2 years. The President brought this issue up during this BOD meeting to be sure that was still what the BOD wanted and to be sure there was no one else who wanted to run for office. MOTION by Hawg Hunter Bassmasters to have the Secretary cast a single ballot officially electing the current officers for the next two years. Seconded by Lancaster County Hawg Hunters: Unanimous.
A Conservation Director is still needed.
Policies and Procedures
Polices and Procedures Panel: The first step will be for the Secretary to scan the old procedures so that we have an electronic copy to work from. If you are interested in being part of this panel, email the President. Right now it is the President, Secretary, State Tournament Director, Membership Director and a couple others to be drafted. The work will be done via email and phone.
Web Site
Our current provider does not do design work. The re-design will be between $3000-$5000 to do the website the way we want it. We have a preliminary estimate from Brian Lynott for both the re-design as well as monthly maintenance for the site but we need to explore this further to get exactly what we want. MOTION by Hawg Hunter Bassmasters to allot $5000 to this process. Leggett’s Creek Bassmasters seconded. Motion Passed with 1 abstention
Mid Atlantic Report
This team had meetings every night, they talked together, they ate together and they shared everything. It was the best team I have been a part of. Mike Sabbi did a wonderful job not only with the team but he also put together the shirt got enough sponsors to pay for it all.
The team presented a plaque to Mike for all of his hard work.
Fantasy Fishing
Mike Sabbi will be managing this for PA next year. MOTION made by Brandywine Bass Masters that the winner of fantasy fishing gets their dues paid for to the Federation, TBF and FLW. Seconded by Crawford County: Unanimous
District 5
Distric5 should be on line for 2010. There are people interested in being an officer to get things started. They will be appointed by the President for the first year. We will know more in the coming weeks.
VICE PRESIDENT’S REPORT

Fundraisers
There are approximately 137 Daily Number Tickets unsold at this point. Anyone can sell them so just ask for them.
Sponsors
Wee-Vee will be the only sponsor at the banquet.
Gamma proposal given to the President.
Venom is a sponsor and providing a discount on product to the membership. See the VP for details.
Lowrance product – last year’s team can still purchase until December 31st.
RJ Marine is going to be removed from the website. He did not honor the proposal he made last year in regard to boat sales rebates to the clubs when members purchased boats. A number of boats were sold and there were no rebates paid.
TREASURER REPORT
Ron Rook
Ron reported a balance in the checking account of $5,499.16 and a balance of $37,119.88 in the money market account.
D & O Insurance saved us nearly $8000.00 when the Nation sued us. New insurance will cost us around $2240.00/year. There were no details provided at this meeting so the BOD has authorized the collection of more information for the next meeting.
SECRETARY REPORT

MEMBERSHIP REPORT

There are 664 adult members: 109 are new. There are 71 youth members: 14 are premium.

YOUTH REPORT
Ray Sharp
The 2009 Championship saw over 200 pounds of fish caught over 2 days with an 11 year old bringing in a 17 pound limit of small mouth. There were enough boats at the tournament that some of the adults were able to go out and see their kids fish the tournament.
The Junior State Championship for 2010, the Eastern District will have the pick of the tournament site.
CONSERVATION REPORT
A $25.00 fee is being charged as a handling fee for tournaments at PA State Parks. If you have more than one tournament at a State Park, apply for them at the same time and you will only be charged one handling fee. At some State Parks, this fee is being waived for work at the Park.
Fish Commission is looking for a new director.
The Susquehanna River study is basically a fight over money. PFBC is paying but they have no say over the water quality aspects; DEP does and is paying nothing.
TOURNAMENT REPORT
Fred Lewis
Due to health issues, Bob has stepped down as State Tournament Director. The President has appointed Fred Lewis as the new State Tournament Director.
Fred thanked all of those who helped out at the Classic. The new Divisional Team was announced and the rest of the Classic results are posted.
There are no changes for 2010. Looking at 2011, there are some items that we will be looking at and discussing throughout the year.
Renaming the State Classic to the PA Bass Federation Championship was brought to the BOD. The BOD approved this name change.
State Tournaments
Mr Bass East – Potomac @ Smallwood on April 23 and 24 – April 25th will be the 1-3-7 Tournament.
Mr Bass West – Chatauqua @ Long Point on July 9, 10, 11. It will be 2 of those 3 days.
Eastern Regional – Oneida @ Oneida Shores on June 25 and 26 – June 27th will be the 1-3-7 Tournament.
Western Regional – Lake Erie @ Presque Isle on June 26 and 27.
Central Regional – District 4 has not supplied any information.
Federation Championship – Chatauqua @ Long Point on October 8, 9 and 10. It will be 2 of those 3 days.
(2011 will be Northeast)
The District 1-3-7 on the Flats – the date will be announced. See the website.
A new weigh system was discussed. We will bring in a representative in February.
TBF Update
Mike Pierro
At West Virginia there was a President’s meeting. The TBF President asked for a commitment for the next 5 years. We have committed to staying with them for another 5 years. The TBF will be starting their own membership programs. They are multi-level, multi-year and come with a lot of discount options from sponsors and the TBF store. MOTION by Chester County Bass Masters and Second by Lancaster County Hawg Hunters to stay with the TBF for another 5 years. Unanimous
OLD BUSINESS
Shirts and jackets were given to the Secretary and Assistant State Tournament Director.
NEW BUSINESS
February 7, June 6, August 1 and November 7 are the 2010 BOD Meetings. The Committees will meet on November 6th with the Banquet at the conclusion on the meeting on the 7th.
A discussion will be held in February to determine if we are going to keep the August Meeting.
GOOD OF THE ORDER
Reel Kids Championship was a success.
District 3 clean up at Bob’s house; that is the kind of people we have in this Federation.

Attendance for 2009 averaged 26.5 clubs per meeting with August continuing to have the worst attendance. The average attendance for the other 3 meetings was 28.
Six-teen clubs attended every meeting: Borderline BM, Brandywine BM, Chester Co, Happy Hookers, Hunters Run BM, Lancaster County BM, Lancaster County Hawg Hunters, Lebanon County Bass Anglers, Leggett’s Creek BM, Lunker Landers Bass Club, North West Bassers, Schuykill County Bass Anglers, Standing Stone BM, Susquehanna Valley Bass Club, Tri-County BM and Washberry Bass Club.
Eleven clubs did not attend a single meeting: Berwick Bass, Blue Mountain BM, Broad Top Bass Assoc., Kaiser Hollow Bass, Northeastern BM, River Rats BM, Tamaqua Bass Club, Team Keystone, The Extreme Anglers, Trailer Hook Bass Anglers and Wayne County BM.
